Not exactly sure here but i think BAA do own some of the perimeter roads but they allow traffic access to enable the airport to function. Apart from possible trespass there is also possible airport byelaws to consider. I am no expert, I suggest that you ring the highways department or town planning for the area and ask them who it belongs to.
We discussed this a couple of years back. Every entrance to the LHR roads has those "No entry except for access" signs (white circle, red outline). This applies to pedestrians as well as vehicles and "spotting" is not a valid reason for access. It's not enforced very often, but
could legally be.
