I expect the pilot was simply using a generic term in his PA.
The finer points of "TC North/South/East/OCK" etc, and who did what, where and when, would have been totally lost on the passengers! I don't doubt that his appreciative comments were applicable to
all the ATC team that handled his flight during the approach to LHR.
