Which facilities at Madrid are they referring to? Operationally I can't think of many airports (other than LHR) less suited to Ryanair-style operations.
Old terminal 1 has been asigned to LCCs so both FR and U2 will be able to expand their MAD base with almost no restriction. And don't forget that 2 new runways have also been opened and the number of ops is to be raised from 78 per hour to 120.
