1st year net: 21.337€
2nd year net: 26.500€
3rd/4th year net: 29.747€
1st year pay is for first 365days, 2nd year starts on day 366, thereafter you'll get a raise every second January 1st. (So if you start before the end of the year you'll be in year 3/4 on Jan 1st, 2008.)
Expect more net if you didn't work continuously before being employed as the tax is calculated annually and you'll get a refund for the months you didn't work.
Can't comment on the selection. The fee is possibly a thing of supply and demand. (When it was introduced there weren't that many others hiring.)
As for the "outsider" thing: you'll stay an outsider if you don't learn German at all. All other attempts to speak our local variety of German are welcome, regardless of nationality (heck, we even hire Germans
)
