The TSO's are developed by the FAA (and copied by the EASA and others) to augment the requirements in the RTCA docs.

The RTCA docs are developed by (usually large) committees composed of airframers, avionics manufacturers, ANSP's, CAA's and others from around the world.

The only military connection in any of this is that GPS is being used and the performance of the SPS element of the GPS service has been specified by the US DoD. All of the aviation receiver functionality be it the HMI, how integrity is provided, how to generate a nav solution, how to generate guidance for an RNAV route are the product of the RTCA committees, not DoD.
