I would say the "line-up after" should be arranged so that when the previous departing is airborne the following aircraft is aligned with the runway centreline and ready to go to avoid time wasting. The conditional clearance is a tool for ATC to avoid gaps which accumulate delays. But show some airmanship and let the first acft roll some before lining up
