Must helicopter operators tell the tower "no sorry we will anoy the residents"?
Actually any decent pilot would ask the ATC if he was bein ginstructed to break the ANR's. Only the military in execution of their duties, or someone with the permission of the Minister can go against the law.

The Oryx flying circuits every day at low altitude also gets seen by residents as the Huey because its also green!
Please, the Oryx's sound way different, they look way different, they have different markings, Oh and they have been operating out of FAYP much longer than the UH-1's have been flying.

Ontop of all that, you are allowed to go below the minimum heights over built up area's for takeoffs and landings. Not for flying low along the coast.
