) is that for the most part they require transponder carriage in known traffic environments (A-D) and don't in E-G. That's pointless -- transponders are required as an
alternative to having to get permission to be there from an ATS unit. It's the airspace in which traffic currently operates
without coordination with other traffic where transponders are most needed.
