Was this GAR really required?

I notice that a jellyhopper contacted Sheffield and asked to land at 7 am as he was very low on fuel, landed at 0655. Although he had made contact and advised low on fuel he was reported to the CAA for landing before 0730, the official opening hours of the airfield.
It's not the fact that the manager had a word with him after he landed but isn't this a bit much to send a GAR to the CAA?
