Thats just about it for the 319. If it isn't decellerating you have to use the landing gear earlier. Speedbrake is completely useless between 220 and 170kts when on the glide slope and flaps 1 to 3 provide minimal drag to slow you down. At our home base we a re regularly required to maintain 160kts to 4 miles yet still meet the same criteria as you at 1000ft. To achieve this we generally used selected speed of 160 kts, flap 3 and gear down, which keeps plenty of drag out so that as soon as you pass 4d you can select managed speed with enough time for the speed to reduce to Vapp and the engines to spool up.
