Radio communication and radio navigation equipment capable of enabling the aircraft to be navigated along the intended route including—
(a) automatic direction finding equipment;
(b) distance measuring equipment; and
(c) VHF omni-range equipment.
Seems fairly unambiguous to me. No exemptions are mentioned.
