What is a forecast other than quess work? It does depend where you are heading for, but you can always telephone the tower at the destination for their actual wx, if it is not being broadcast.
As you can include the RVR acceptable to type on your flt plan, that way it allows BRU to know just what flights can be accepted at destination.
By monitoring the actual wx prior to the flight you may be able to identify a trend, and know what the best course of action is.
