The problem is human. One bunch of humans have irritated another bunch. The second bunch started attacking the first using unconventional methods. So the first bunch decides to prevent them. If they considered what they were doing that was irritating the second bunch, they might not need to spend millions of dollars on technology that may, or may not, save them from the second bunch.
Naturally, not changing their mind, not admitting that they might have made a mistake and not listening to advice will make them look good. How good they will look next time the technology fails is yet to be discovered.
