On the point about training for operational control staff, you might like to read the UK CAA FODCOM 9/2001 ( see their website) re new recommendations for the training of ops staff to the ICAO FOO Licence syallbus. Although I believe this may only be applicable to CAP360, not sure if it will read across to JAROPS1 operators.
