Exactly. There have been several cases in the past where passengers started an evacuation on their own initiative, with or without the crew assisting. If you decide not to evacuate, be sure to brief all passengers
very thoroughly beforehand, so that they are absolutely aware about your intentions. My take: if panic starts spreading, better assist them with an orderly evacuation than try to stop the mob.
