Can't speak to this particular case, but there are circumstances when it is quite acceptable to restart an engine for landing, particularly if the shutdown was precautionary. Low oil pressure springs to mind, but there are others as well, depending on the type.

The landing isn't the issue, it is the possibility of a go-around.

Doesn't mean this particular chap isn't a wally, of course...
