I'm of the opinion that you have hit the proverbial nail on it's head.
I have yet to see a case of the inbound speed restriction in the FMGC (seen in a vertical revision on the arrival airfield) being different from the outbound restriction from the same airport (vert revision on departure airfield). To my mind that means that it is most likely assumed to be the same either to simplify database updates or because the FMGC can't handle different speed restrictions for one airport depending on whther your inbound or outbound or something like that.
It is up to the professional pilot to be aware of what sort of airspace he/she is flying through.
