It would seem the investors believed that various national governments would provide the financing to set up an ECOWAS wide airline, which they declined. The project was heavily opposed at the last meetings of both Yamassoukro and Banjul Accord member states, particularly by Ghana whos' national carrier is already an 'Ecoair' in concept and function.
We can all ask government to fund our plans, however as this sort of state funding in Africa is firmly opposed by the World Bank it is not a realistic or even achievable request.
