Correct on all points. Slightly off the topic, many NON-ETOPS folks are often confused about this.

Basically, ETOPS is an ICAO rule that permits twin engine commercial air transports to fly routes that are farther than a 60 minute distance from an adequate and suitable diversion airport.

Because ETOPS is sometimes (Humourously) referred to as “Engine Turn Or Passengers Swim”, many NON-ETOPS folks have been lead to believe that it applies to trans-ocean operations only, when in fact, it does not.

Interestingly, ICAO is considering replacing ETOPS with a newer system, referred to as LROPS (Long Range Performance Standards), which will affect all aircraft, not only twin engine types.
