as I recall: As long as an a/c is fitted with escape slide which double as rafts and if half the number of slides fitted can accomedate all the pax (assuming that only half the exits are usable). you dont need a raft. ETOPS does not figure in this. however its required on flights that are more than 1 hr flying time in still air from land (not necessarily an airfield)
