No! - An ETOPS flight can go across land and qualify for ETOPS times from an approved landing site.
Life Rafts are required for Over-Water Ops where the distance to Shore/Land is more than 100 Miles (or is it Nautical Miles?) Whatever, the difference is Distance over Water, not Single-Engine Flight-Times to a Landing Site.
Many companies find it easier to fit additional rafts for ETOPS as a convenient company standard as many of their Ops are, coincidentally, across the big Oceans - But, according to ETOPS Rules:
RAFTS ARE NOT REQUIRED FOR "ETOPS".
