I think that the answer to this is in the fact that – during take-off (and climb phases until the enroute climb phase) – we know where the engine has failed, or for performance planning, where it is assumed to have failed.
During the GA, we have to consider where the
actual
failure occurs, as the go-around procedure can be somewhat lengthy and not necessarily near the EOSID procedure. Does the failure occur upon the selection of TOGA, or at a later stage in the procedure? This is the “Split Second” decision that we get paid for.
