I would say that the existence of little green men is more likely than that of a Chemtrails conspiracy (not that I personally believe in either).
Governments just don't need to go to the huge expense of chemtrails to apply stuff to the masses in order to dumb them down. We've got fast food restaurants and modern television doing that.
