This all smacks of delaying tactics. The announcement has been so long in coming out it wouldn't surprise me if they delayed the whole thing until next years AFPRB report. That way they can continue to prevaricate and save some money.
As to which way it will go, it doesn't take a rocket scientist to work out that the cheap option would be to make the Eng and AE mark time and to leave the pay rises to work the rest out. Completely unfair and frustrating but, let's face it, it has ever been thus!!
