1. Set up gigantic solar panels on satellites
2. Beam by microwave to ground stations
3. Beam directional beams to a/c with tracking antennae
4. Don't forget to restrict airspace to avoid nuking the composite and fabric a/c folks -- instant death penalty for infringement
