Rochester ATZ?
I was reading a VFR chart for Rochester and it states that a standard overhead join is preferred.
If so, this leaves very little room for error with regards to remaining outside of CAS. EGTO is 436ft AMSL and lies beneath the London TMA with a base at 2500ft AMSL.
When transiting below the LTMA, I like to have a minimum of 100ft separation. With only 64ft to play with, you'd have to fly very accurately which could be tricky on a bumpy day?
