I did my night rating in San Diego along with a multi PPL, the school is a JAA approved one and it only took the minimum hours to get it. You do however seem to need a controlled airfield for doing your solo night landings and it's nice to know that there is someone keeping an eye on you!
As for the hour building did that at the same school and had some interesting experiences! but it was reasonable!
