I recommend Canada (Alberta to be precise) as really good alternative to the U.S. for hour building, or even to go the whole way and gain a Canadian licence. It's a huge country with good VFR weather in Alberta, uncomplicated licence validation and C172 solo rental for Cn$107/hr wet (inc local tax!). I believe a lower price can also be negotiated for a block booking of 50 hours or more.
