I would say dublinpilot is
obliged to log simulated instrument time (ANO 35.2.d - Oh My God, a reference!) and also be PIC with a suitable safety pilot (nothing in ANO says he cannot, and he will still be wholly responsible for the flight, as the airline captain is who is not actually on the flightdeck, logging PIC when in his bunk).
