737 FMC HOLDING

I have noticed that when I want to calculate the FOD after a Holding procedure during approach (low level), when I am still on cruise flight, the FMC seems to calculate this FOD with the cruise (current) fuel flow. It should assume that a holding at 5000ft (for exemple) burns more fuel than at 35000. Is this correct?
