Peter, It's not really a voting system that's used with regards to the ELACs and SECs.
In normal operation the Ailerons are controlled by ELAC 1 using one servocontrol per aileron. ELAC 2 remains in standby in roll and the associated aileron servos are in damping mode.
If the ELAC 1 fails, ELAC 2 automatically takes over (via relay switching) and the other 2 servos are used with the original servos going into damping mode.
There's no voting as such just condition monitoring of the in control computer and its inputs. If the in control ELAC fails, doesn't like the readings its getting from position transmitters or servo voltages etc.. , or is switched off on the overhead panel then the other ELAC will automatically be switched into control.
It's a similar situation with the Elevators but with the added complication of the SEC 1 and SEC 2 also being able to take over.
The THS (stab trim) is normally controlled by ELAC 2 then ELAC 1 then SEC 1 then SEC 2 so has triple redundancy.
The Rudder doesn't have dedicated control computers but FAC1 and FAC2 provide travel limiting and rudder trim functions, FAC 1 takes instruction from ELAC 1 to move the rudder accordingly.
