Question A320 GA Flap setting norm ops vs. overweight

Normal ops:
GA - Flaps one step, further cleanup after reaching acceleration altitude.
FULL to 3
3 to 2
2 to 1
1 to 0
Overweight landing proc. acc. QRH 2.25:
"In all cases, if landing configuration is different from FLAP FULL, use 1+F for go-around."
FULL to 3
3 to 1+F
2 to 1+F
etc.
Can anybody explain me why selecting a lower flap setting with overweight during G/A makes sense?
If missed approach performance is the limiting factor, why bother with the flaps one step procedure in normal ops (and lighter weight) which results in higher drag when selecting 1+F at once during an overweight GA is possible as well?
