I am sure, as a lawyer and treasury official, he appreciates the legal aspects of the responsibility of his post as well as the poor economics his predecessors have displayed.
Also I'm fairly sure the Services will be reduced to the BBMF, a few cavalary officers and one fishery protection vessel. But at least, then we won't have spend all our 'best years' in the desert, fighting an almost invisible enemy for ungrateful buggers who don't want us in their country anyway - and all because Dubya wants more oil.
