The requirement is to have 250 hours of flight time - there is no minimum instructional time. JAR-FCL 2.335(a) and LASORS H1.11 (pre-requisite c)) both refer to 300 hours but there is a long-term exemption in place reducing the requirement as detailed in Helicopter TrainingCom1/2005.
