The lifting of speed restriction has always been at ATC discretion. The standing rule is max 250kts below FL100 on departure, so there is no change in the rules.
Fair point, but if the 250kt speed restriction was frequently cancelled by ATC in the past, then might not a NOTAM reduce the number of
"Any speed?" calls from pilots?
