I think that everyone has a "Duty of care" that means that the flight deck and cabin crew are responsible for the passenger
s safety. In any enquiry this would be the
bottom line. Overall conditions permitting (and the cabin is not secure) a GA should be initiated and the cabin crew should ensure their own safety during the GA. Once the Px is "Extracted" have them detained and charged with endangering the flight. Don't beat around the bush
