It is not a writen rule, and , yes , they require "O" levels in Maltese, i know of very few people of other european countries who can speak maltese (can you Fokker?), and none of them are pilots.
That, translated in plain language, means they do not want foreign pilots in Air Malta, and you must be Maltese to get in.
