New Agencies??

I was wondering if anyone knew anything of these new agencies who were advertising in a well known magazine? one didnt have a web site the other did but no vacancies list. ? I am not sure if it is refreshing to see new talent or better to stick with the ones who know the Biz. Thats if there are any still left.
