Crosswind Cross Control effect on T/O distance?

Trying to be more concise,YES crosswind does affect take off performance, for instance an A-320 in excess of 20kt X-wind, RTOM must be reduced in 300KG and ATM for TOflex must be increased 1ºC.
Reason for that penalty? Not sure.
