In fairness to the Egyptian Ministry of Civil Aviation, they have published all the comments from the US, BEA, Flash Airlines, Egyptian CAA as an appendix to the report, so they are not hiding anything.
True, but 'not hiding' isn't the same as 'agreeing' - those comments are still not taken as formal conclusions. Now perhaps the report is purely a public face-saving exercise, and perhaps behind the scenes the Egyptians really are working on ways to address the human factors side, rather than washing their hands of a problem which - because it's now 'technical' - is no longer theirs. But would you put money on it?
