The system is under stress because of inherent structural limitations, the only way to get it sorted is by curtailing the simultaneous use of intersecting runways - which would of course drastically reduce the number of movements, especially at peak times. It's a safety/commerce equation which doesn't include adopting the banter of little britain as a solution set.
