A clarification may be helpful here, since that statement may very well add to some pilots' confusion!
SVFR
is permissible in a Class A Control Zone, and does not require the pilot to have an IR. Just as well as, without an IR, you wouldn't be able to get to the Channel Islands.
It is Class A CTA's (including Airways) where SVFR is not allowed.
