Who *doesn't* need a JAA class 1?

If there's a standard source of information on this, please let me know - but I couldn't find it.

Okay, I know that PPLs only need a class 2, and that microlight instructors only require an NPPL medical.

I also know that pilots carrying fare-paying pax, and anybody going for initial issue of a CPL or ATPL require a class 1.

On the other hand, the requirement upon me to act as flight test observer for "a certain British manufacturer of light twins" (well, that narrows it down) is to maintain a class 2.


So, out of curiosity, who else amongst civil professional aviators do not require a class 1 in the UK / EASAland?

(And no, so far as I'm aware, I don't have a problem with my class 1, I'm just curious.)
