You need to have the
total number of Short haul crew and the number of those who voted to figure out how many didn't vote.It appears it's not about the maths but comprehending english.
You are right however of accusing those who didn't vote of apathy.
Those who didn't vote have no right to complain about any outcomes. Ironically it's usually those individuals who complain the loudest!
