For SIA, the short answer is yes. But read on.

SIA takes cadets of any nationality PROVIDED they have Singapore Permanent Residence.

Foreigners can get permanent residence in Singapore quite easily if they have a job offer from a Singapore company. In your case , IF you can get a job offer (I know you are all of 18), come and work a while (maybe 2 years), then apply to join SIA as a cadet, yes, you qualify. There are also other ways of becoming a PR, but getting a job here is the normal way.

Note that qualifying for selection, and being selected, are not the same thing.

Only you can answer the questions of whether you think such a path is within your patience and planning, and more importantly what you want to do if you are not selected.
