I'm not sure why he would imply diametrically opposite things, apparently in the same breath. The heat of the moment?

Maybe he's trying to downplay the possibility that it WILL be scrapped by easing readers into that scenario with the words "not substantial", or maybe he's correct in saying that it's not substantial and therefore he hopes that it is not a total loss.

He does appear to have made some double talk, if the words he said are to be given their normal implications.
