That means, if you have a history of ADD, you are disqualified. But if you merely think you have ADD, but it's not documented anywhere, then go ahead and try for the Cadet Pilot program. If you can survive 6 months in the Flying College without spacing out, then you are way better than some who fall asleep in class.
If your ADD is not so acute that a bystander just thinks that you are slightly dreamy, you might survive the ATPL program. But if you have acute ADD and have used it as an excuse before (eg during NS), someone might get hold of that history and blow your cover.
