ok,maybe I'm dumb or it's different in my language

The guy from the airline I contacted told me that they recruite pilots with CPL,two engine IFR and enrolled,subscribed ATPL*

Is this frozen ATPL?

CPL + two engine IFR = ???? CPL/IR?
