I would expect a PPL to be able to deal with a 15kt xwind in most modern aircraft - someone at CPL level should be able to cope pretty well up to demonstrated xwind limit. Whilst I agree with the "superior pilot" sentiments part of getting to be a superior pilot is getting the skills to start with, and ending up in the odd situation that makes you aware of just where your limits are!
