I personally know of a Singaporean who is younger than 25 years old get accepted as a cadet. But like what Knightwhosays, it's more of a case by case basis. The other cadets I know of who are younger than 26 years of age have all tried for RSAF and have been unsuccessful, some during the selection phase while others during airgrading and even at the S211 phase.

For academic qualifications, what ThermalImage wrote is straight from the SIA website, so I guess that's the most updated. But previously (actually as recent as Jul 2005) it was clearly stated in the requirements that a candidate must have the minimum 5 GCE 'O' Level passes or equivalent, and pure science being preferred etc. The SASP2 from CAAS is dated August 2000. Maybe things have changed?
